Hong Kong care home costs 2026: private, subsidised, EBPS and voucher places
Facts checked 18 Oct 2026. Written by our editors from the official sources below; not yet reviewed by a social worker or nurse. Not medical, legal or financial advice.
A care home's monthly fee depends mainly on three things: whether the place is government-subsidised, the type of home, and the room type and level of care. SWD sets the fee for subsidised places, the same everywhere; private and self-financing homes set their own.
Subsidised places (through the assessment and the Central Waiting List)
| Subvented home, care-and-attention place | $1,660 a month ($1,871 for Disability Allowance recipients) |
| Subvented home, continuum-of-care C&A place | $2,060 a month |
| Subvented nursing home place | $2,054 a month |
| Contract home, subsidised place | $2,060 a month |
| Enhanced Bought Place Scheme (EA1) place | $1,763 a month |
These are the monthly fees SWD lists. Personal items such as diapers and nutritional milk may be charged separately: ask before admission.
Residential Care Service Voucher
A voucher holder in a recognised home pays the home's actual monthly fee, capped at the voucher value: $17,015 a month for a care-and-attention place and $21,982 for a nursing home place (from 1 April 2026). A means test on the person's own income and assets puts them on one of 8 co-payment levels, paying 0% to 75%; the government pays the rest. Optional top-ups for extra services are capped at 150% of the voucher value.
| Level | Monthly income limit (one person) | User share | Max co-pay, C&A | Max co-pay, NH |
|---|---|---|---|---|
| 0 | ≤ $5,250 | 0% | $0 | $0 |
| 1 | ≤ $7,875 | 10% | $1,702 | $2,198 |
| 2 | ≤ $10,500 | 20% | $3,403 | $4,396 |
| 3 | ≤ $13,125 | 30% | $5,105 | $6,595 |
| 4 | ≤ $15,750 | 40% | $6,806 | $8,793 |
| 5 | ≤ $21,000 | 50% | $8,508 | $10,991 |
| 6 | ≤ $31,500 | 62.5% | $10,634 | $13,739 |
| 7 | No limit | 75% | $12,761 | $16,487 |
Use the calculator below to estimate the level. SWD's means test decides the real one.
Private and self-financing homes (non-subsidised places)
The home sets the fee, which varies by room type (single, double, shared) and level of care; there is no official median. SWD's Elderly Information Website carries each home's own fee table: we link to it rather than copy it. When comparing, add the extras to the basic fee: diapers, nutritional milk, medication management, escort to appointments, transport, air-conditioning and electricity.
CSSA and the Old Age Living Allowance
From 1 February 2026 the CSSA standard rate for a single elderly person is $4,345 a month (able-bodied / 50% disabled), $5,245 (100% disabled) or $7,385 (requiring constant attendance); recipients in non-subsidised places also get a residential care supplement of $415 a month. The Old Age Living Allowance is $4,345 a month. See the CSSA and OALA guide.
